LOS ANGELES - FEB. 17: A project to widen the San Diego Freeway, I-405, through the Sepulveda pass between West Long Angeles and the San Fernando Valley is underway with closures along adjoining streets. Recently added carpool lanes did little to relieve congestion on the busy north-south route. The construction involves building new bridges and will take more than three years.
